The stream end position may exceed the range of 32-bit
integer types when parsing large MS documents.
Using a smaller type can lead to overflow and incorrect
parsing results.
Switch to sal_uInt64 to safely handle large values and
avoid data loss during import.

Commit b71d9a6d15 (do not apply line dashing
in drawinglayer (tdf#136957), 2021-04-29) made sure that metafiles pass
dashing information in LineInfo of MetaPolyLineAction, instead of altering
the polyline itself. Since SVG export ignored dashing information in
MetaPolyLineAction, the exported lines were solid since that patch.
This patch introduces respective export support, emitting stroke-dasharray
attribute. As far as I see, it has exactly the same semantics, and renders
correctly in chrome and firefox. It also imports OK into Draw.

This patch primarily allows exporting as an DOCM file
without forcing compatibilityMode = 12 (2007)
Other than that, I don't think there will be any other impact
(although that simple fact has lots of layout implications).
With this patch, the Word 2010-365 (macro-enabled) filter
will be the default for:
- --convert-to (command line) docm
- GUI (save-as) docm
- LOKit download as docm
- TestFilter::DOCM unit tests

This shaves off about 100M input, not bad for such a small amount
of files checked
This time --headersfwd skips files that contain #if defs,
in hope of not breaking builds that are not checked by CI
(...except for include/vcl/BitmapTools.hxx - this was cleaned accidentally,
due to a bug in the bin/find-unneeded-includes script that is fixed
by the previous commit 930ff2b830
