build: include Package_fontconfig on USE_HEADLESS_CODE

Commit 8f9d54f22f0[1] run postprocess Package_fontconfig on
USE_HEADLESS_CODE, but it is not enabled by Repository.mk.

On cross build with system fontconfig, build is broken.
