tdf#168873 sw: Fix regressed paragraph reflow across page break

Fixes/partially reverts a refactor that caused SwTextFrame::Format() to
use a stale SwParaPortion during initial document layout.

<text:p text:style-name="P19"><text:span text:style-name="T51">Außerdem sind bisher aus den Jahren 1939 bis 1940/1941 außer de</text:span>m oben erwähnten Versandkatalog keine Druckstücke wie Bedienungsanleitungen, Prospekte oder Anzeigen bekannt, die auf diese Änderungen hinweisen. Auch die ab 1947 hergestellten Kameras wurden zunächst mit Bedienungsanleitungen der Vorkriegskameras verkauft.</text:p>
<text:p text:style-name="P17">Erst bei späten Altix I mit Objektivnummern über 485000 wurden bisher Bedienungsanleitungen gefunden, deren Abbildungen Kameras mit den unten genannten Merkmalen der Nachkriegskameras zeigen. Sie sind mit einer später in der DDR, möglicherweise aber auch schon vor Gründung der DDR in der sowjetischen Besatzungszone obligatorischen Druckstück-Registrierungsnummer versehen („D 05 447 5“ bzw. „1816 D 05 747 3“ bei der russischen Ausgabe) und wurden damit eindeutig erst nach dem Krieg gedruckt. Die oben erwähnten Änderungen wurden nicht sofort und auch nicht gleichzeitig eingeführt. Bei Wiederaufnahme der Produktion im Jahr 1947 wurden zunächst noch Kameras der <text:span text:style-name="T56">Vorkriegsaus</text:span><text:span text:style-name="T57">f</text:span><text:span text:style-name="T56">ührung</text:span> aus vor der Produktionsunterbrechung eingelagerten <text:soft-page-break/>Teilen produziert. Interessant ist, dass man bei vielen Kameras auch in den u. g. Übergangsvarianten glänzend verchromte Gehäuse findet.</text:p>
