[API CHANGE] a11y: Drop com.sun.star.awt.AccessibleTabBarPage

Drop the unpublished service
"com.sun.star.awt.AccessibleTabBarPage"
because it's unused. (The IDL file only documents some
internal implementation details of the a11y class
implementing the service.)
