tdf#137335 sw whitespace lineheight: revert bHasBlankPortion

This was changed in 25.2 to mean only a space portion,
but that altered some existing logic so that a HolePortion
is no longer considered a blankPortion.

This reverting patch is only based on a code read.
I don't have evidence that it causes problems,
but I see no reason for the change based on the logic
of the rest of the commit.
