Update libxmlsec to 1.3.0

See <https://github.com/lsh123/xmlsec/releases/tag/xmlsec_1_3_0> for the
upstream release notes, notably:

> (ABI breaking change) Switched xmlSecSize to use size_t by default.

Adapt xmlsec-wrapper.h accordingly.
