vcl: remove commented out code

The original code was from 2001, in commit aed8f7e445:

    // in der Detailsview muss das Invalidieren intelligenter erfolgen
    //if( !(nWinBits & WB_DETAILS ))
        pView->Invalidate( INVALIDATE_NOCHILDREN );

This was later translated in commit 25d571fff3.

The reason for the comment is now lost in the mists of time...
