Fix build issue with VS 2026 18.7.0

As described in the dev mailing list, LibreOffice build fails at the
configuration stage, starting from VS 2026 version 18.7.0.

The root cause of the issue is that clang-cl.exe is re-located in that
version and configure.ac searches in the old places, and does not find
it. The new patch contains an extra 'x64', or the architecture.

Here, $WIN_BUILD_ARCH is used as the architecture.
