Add the constants needed for the translation
Update mediawiki.ott:
- add title in meta.xml for translation
- remove German language tags to make the template language independant
- simplify Settings.xml
- update Thumbnail.png
- replace fonts with Noto's family fonts
Build mediawiki.ott from XML files like other templates. See
/extras/CustomTarget_templates.mk
