Vissarion Fisikopoulos 1d0c317229 tdf#173673 dbaccess: allow changing the filter while "Apply Filter" is off ...

Instead of using getFilter and getHavingClause that report an empty filter/
having whenever "Apply Filter" is unchecked, use the raw Filter/HavingClause
properties. Add UITest.
