Michael Stahl 4ffdb6750f remove TDE integration (vclplug, address book, config backend)

It has ~no users, can't even be built on modern Linuxes, and it annoys
folks who want to refactor VCL.

Per ESC decision from 2017-06-08, remove --enable-tde and --enable-tdeab.

Tools and scripts mostly not used during the build

This direction has a number of key pieces (?) that are used during the
build, or are simply generally useful. One example is

bin/find-german-comments <directory>

which will try to detect and extract all the German comments in a
given source code hierarchy / directory.
