No longer call ValueSet::SetItemHeight to manually set
the height of the items, but derive the height to use
from the size of the images used for the different line
styles.
For that to work, insert images that already contain the
padding by calling the new SvtLineListBox::GetLineImage
variant introduced in previous commit

svtools: Extract SvtLineListBox helper to get VirtualDev image
This prepares the transition/porting away from using
ValueSet to a weld::ItemView subclass, by no longer relying
on previous logic specific to ValueSet.
This gets used e.g. in the control to pick the line style
in Writer's "Format" -> "Page Style" dialog, tab "Borders".
