Caolán McNamara b1d829e52e move resmgr to unotools

and the vast majority of translations is to the ui language so default
ctor with that arg

and now drop OModuleResourceClient

Test harness code for C++ unit testing

Many of these tests are run during the build process. In that case on
unix, if a test fails follow the error messages to debug it under gdb.
