Stephan Bergmann f86fb57510 Revert "Temporary hack for iOS: open files read-only if read-write open fails"

This reverts commit bdbb0d1cc1.  Assumed to no
longer be necessary after 9906c6d2a5
"rhbz#1559633: Treat EPERM same as EACCES when opening files".

System abstraction layer; rtl, osl and sal

rtl:
Platform independent strings

osl:
platform specific stuff, threads, dynamic loading, process, ipc, etc

Exports only C API and some inline-methods (only C++ API).
