Stephan Bergmann 0db58e76d4 Remove odd comment about MINGWSTRIP from m4/README

...which had been added with 4aed4f436c "add a
README files", at a time when there was a m4/mingw.m4 file (even though that did
not mention any "MINGWSTRIP") that has meanwhile been removed with
8646ab97dc "Remove MinGW support"
