Heiko Tietze a4341164a1 Resolves tdf#38850 - Allow configuration of toolbars 
Toggle on/off for visibility, locked state, and sensitivity,
the latter behind ExperimentalMode as it works only to suppress
the toolbar but not to make it always visible
