Mike Kaganski d7cbf8c161 Windows 10 is the baseline, and it requires SSE2: use it in Skia 
Since commit b664c08a6d (Drop support
for Windows versions prior to Windows 10, 2024-12-07).

See also: commit 75edcfc056 (no longer
force -arch:SSE on Windows, 2020-05-07). It seems, it was overlooked
in commit 451f15888a (don't use SSE in
skia on "INTEL" (except on Windows...), 2023-06-05).
