It also prepares for using it on other platforms as well; the code is generic, and should work with 32-bit SQLWCHAR, too. But I can't test it, so it is not enabled on other platforms for now (see bUseWChar, which was moved to connectivity/source/inc/odbc/OTools.hxx).
