In Word only the first-page-shared flag is shared between header and footer, while the existence of header and footer is independent. Split into core flags `DisableFirstHeader` / `DisableFirstFooter`, properties `HeaderNoFirst` / `FooterNoFirst` (which allows removing some special checks as the name prefix checks now cover these). `SectionPropertyMap::setHeaderFooterProperties()` had some special code to turn off a header but not a footer, add that to do it consistently. Also rename the ODF attributes, `is-first-page-header-enabled` better describes the values than `is-first-page-header-shared`.
