Add LockFileCommon::FormatDateTime() to parse the fixed-format lock
file time string (DD.MM.YYYY HH:MM) and reformat it using the user's
configured locale setting

Add unit tests for LockFileCommon::FormatDateTime()
- testFormatDateTimeShortInput()
- testFormatDateTimeLocaleOutput()
