The method returns whether any accessible listeners are registered. The main motivation is to to have an equivalent for the current ValueSetAcc::HasAccessibleListeners implementation, in preparation of making ValueSetAcc an OAccessibleComponentHelper subclass (to reuse existing OAccessibleComponentHelper logic instead of having yet another custom implementation in ValueSetAcc).
