Introduce a new set of setting under org.openoffice.Office.UI/FilePicker to control whether the settings dialogs of filters always appears. Add an "Edit Filter Settings" checkbox to the File Open dialog, using the new API constant FILEOPEN_READONLY_VERSION_FILTEROPTIONS (TemplateDescription.idl) to show additional controls: "Read Only", "Filter Options", and "Version" listbox. Modify the Calc's Text Import filter settings dialog to include an "Always Show on Import" checkbox.
