tdf#130857 sc: Merge checkbox and text column in "Protect Sheet" dialog

commit for more details/background.
To trigger the dialog:
* download APSO 1.4.2 from [1]
* "Tools" -> "Extensions"
* install the APSO extension via the "Add" button, etc.
* restart LO
* "Tools" -> "Extensions"
* -> "Check for Updates"
This case was found by running the ui-rules-enforcer
with upcoming commit
