Stephan Bergmann 664eea94a2 Remove unused NoSuitableClassLoaderException
It was introduced with 980aa9b06c "#i19331#" (or
at least moved to its current place there, with older traces lost to history),
but its only actual use in the code has since been removed with
8087d5389f "Java new cannot return null".

(In theory, there could be 3rd-party scripting providers that hook into the
framework and use that class, but, practically, chances should be low.)

Michael Stahl c923f7d2c2 gbuild: "use" vs. "add":
Naming convention for gbuild methods:
- "add" is used for stuff that is logically a part of the target
(i.e. not registered at the Module, but defined in the target's makefile)
- "use" is used for stuff that is logically a different target
(i.e. it is registered at the Module, has it's own makefile, may be
in a different module than the target)
