desktop: convert oosplash to C++ and use comphelper::Hash

Also fix all `loplugin` warnings in start.cxx.

Not sure to what extent the "SingleOfficeIPC" pipe name is still
considered a stable API, likely not any more, using something other than
MD5 could be an option too ...

Also convert the other "SingleOfficeIPC" thing here.
